Assessment of the Implementation of the 2013-2018 National Judicial Reform Strategy

Today, in the premises of the Judicial Academy, the 33rd session of the Committee monitoring the implementation of the 2013-2018 National Judicial Reform Strategy was held. This was an opportunity for the USAID Rule of Law Project to present the Assessment of the Implementation of the 2013-2018 National Judicial Reform Strategy which was developed so as to contribute to a better understanding of the results of the reform process thus far and point the direction of potential future strategic efforts in the judicial reform. The Assessment was unanimously adopted at the today’s session as a document of great importance for an objective situation analysis in achieving goals and guidelines outlined in the Strategy.

Addressing the members of the Committee at the beginning of the session, Minister of Justice, Nela Kuburović, particularly emphasized a decrease in the backlog as well as the introduction of new judicial professions (public notaries and public enforcement officers) as some of the most important achievements in the past five years, while the president of the Supreme Court of Cassation and the High Court Council, Dragomir Milojević, emphasized the role the judges and courts played in achieving what the Strategy outlined.

With the presence of the members of the Committee, as well as the representatives of the international organizations, it was concluded that during the development of the future National Judicial Reform Strategy a smaller number of carefully selected strategic goals and guidelines should be identified in order to enable a more realistic and achievable framework for strategic improvement of the Serbian judiciary while at the same time considering the parallel process of EU negotiations under Chapter 23. The USAID  Rule of Law Project will provide support during the new Strategy drafting and stakeholder consultations process.
